The three Regions reached an agreement on 10 July 2026: a road vignette is to apply in Belgium from 1 May 2027. On 12 October, Wallonia announced a cut in its annual road tax. This cut does not cover the vignette for any type of car.

Here are the prices, the announced rules and the calculation for your car. As of 21 October 2026, none of these texts has been passed yet.

✅ The key points in 30 seconds

  • From 1 May 2027: 90 € a year for a zero-emission car, 100 € for Euro 4 or newer, 125 € for Euro 0 to 3.
  • The vignette is digital and linked to the number plate. It will go on sale from 2 April 2027, also for 1 day, 10 days, 1 month or 2 months.
  • It applies to motorways and regional roads. Without a vignette: 70 € fine, then 140 € and 210 €.
  • In Wallonia, the annual road tax is set to fall by 40 to 75 € from 1 April 2027. With the vignette, the net cost rises by 25 to 60 € a year for Euro 4 or newer. For Euro 0 to 3, the increase is 50 to 85 €.
  • Nothing has been passed as of 21 October 2026. The European Commission has not published any decision.

Who has to pay for the vignette, and on which roads?

  • Vehicles concerned: at least 4 wheels and 3.5 tonnes maximum, registered in Belgium or abroad. Cars, vans and motorhomes. The plate holder pays.
  • Roads: motorways and regional roads. You do not need one if you only drive on municipal roads.
  • Exemptions announced in Wallonia: people with a severe motor or sensory disability, emergency vehicles, police, civil protection and essential public services. Motorcycles, tractors and coaches do not need one. Lorries stay on the per-kilometre charge.
  • Vans used 100% for business: the vignette will be fully tax-deductible.
  • Buying it: online, with nothing to stick on. Purchase at petrol stations is planned for people without digital access.
  • Enforcement: fixed and mobile ANPR cameras. The administrative fine is 70 €, then 140 € and 210 € for repeat offences. According to VRT, no fines will be issued before 1 July 2027. Test-Achats reads the grace period differently: 2 months to comply after a fine, with no new fine. The final text will decide.

2027 annual road tax in Wallonia: does the cut offset the vignette?

On 12 October 2026, the Walloon Government announced a cut in the annual road tax from 1 April 2027. The calculation is still based on engine capacity. Here is the net cost for a Euro 4 or newer car, and for an electric car. The press release does not say how the cut will apply to a tax year that has already started.

Engine capacityTax cut1-year vignetteNet cost per year
751 to 1,950 cm³-75 €+100 €+25 €
1,951 to 3,050 cm³-60 €+100 €+40 €
3,051 cm³ and above-40 €+100 €+60 €
Under 750 cm³-56.26 €+100 €+43.74 €
Electric-56.26 €+90 €+33.74 €

The official example, calculated on the 1 January 2026 scale: the tax on a 1,600 cm³ car falls from 358.51 € to 283.51 €, or 383.51 € a year with the vignette. Since 1 July 2026, this car already pays 373.16 €: the real amount in 2027 will be higher. An electric car will drop to the minimum rate of 48.61 €, or 138.61 € with the vignette.

A 1,600 cm³ Euro 3 car will pay 125 € for the vignette: its net cost rises by 50 € a year. For a Euro 0 to 3 car over 3,050 cm³, the increase reaches 85 €. According to the firm Deg & Partners, leased cars will not benefit from the cut and will pay the vignette. The official press release does not mention leasing.

In July, the Walloon minister spoke of not increasing the overall tax burden on cars. The 12 October press release mentions neither compensation nor neutrality. Test-Achats also concludes that the cut will not offset the vignette.

Two other measures are announced for 1 January 2028: a 30 € reduction for single-parent families and the end of the tax on light trailers. The registration tax does not change: we explain it in our article on the Walloon registration tax (TMC).

2027 annual road tax in Flanders: what does the mass and CO2 calculation change?

  • The new calculation: from 1 January 2027, cars registered from that date would pay an annual tax based on maximum mass and CO2 emissions. A correction above 2,400 cm³ and another for diesels below Euro 6 come on top. Other cars can switch to the new calculation.
  • Official examples: a petrol Fiat 500 will pay 95.68 € a year, a Euro 5 diesel Ford Mondeo will pay 503.65 €.
  • The announced outcome: according to Flemish minister Ben Weyts, about half of owners will pay the same or less, vignette included. The maximum extra cost would be 125 €.
  • Electric cars: those registered since 1 January 2026 pay 107.16 € a year. Earlier ones remain exempt. The reform does not change their tax; the vignette comes on top.
  • Status: preliminary draft decree, subject to a vote in the Flemish Parliament.

2027 annual road tax in Brussels: which cars will be exempt?

  • The Brussels government wants to exempt small city cars, zero-emission cars and classic cars from the annual tax. The target date is 1 July 2027.
  • Other cars would see their tax fall, except leased cars. The registration tax would rise for the heaviest vehicles. No rate scale has been published.
  • Brussels Finance Minister Dirk De Smedt says no compensation for the vignette is planned.

Could the vignette still be challenged?

The EU Eurovignette Directive bans any discrimination based on nationality. In 2019, the Court of Justice of the European Union ruled that the German vignette breached EU law. It was offset by a tax cut reserved for cars registered in Germany. Wallonia is also cutting a tax paid by its residents.

The Belgian plan has been submitted to the European Commission. As of 21 October 2026, no decision has been made public. The short-term prices respect the directive's caps: 9% of the annual price for one day, 30% for two months.

Buying or selling a car before 2027: what changes

  • Check the Euro standard. A Euro 3 car will pay 125 € a year for the vignette, against 100 € for a Euro 4. Check it on the registration certificate or the Car-Pass before you buy.
  • Compare the annual cost. In Wallonia, an electric car will cost 138.61 € a year in tax and vignette. A 1,600 cm³ petrol car will cost at least 383.51 €. The gap is more than 240 € a year.
  • In Flanders, the registration date matters. A car registered from 1 January 2027 will follow the new calculation. According to KBC Autolease, buying a used car would also move it onto this calculation. The final text must confirm this. Do the calculation before you buy, especially for an imported car.

We do this calculation with you when you configure a new car, import one or buy a used car.
